CONSTITUTION AND RULES

OF THE

HEIAN RYU KARATE GROUP

 

1. NAME

 

            The groups name shall be known has the;

            HEIAN RYU KARATE GROUP (HRKG)

 

2. AIMS OF THE GROUP

 

            To promote and maintain a high standard of Karate within the group.

            To Promote and assist in the growth and harmony of the group.

            To promote harmony and good relations throughout KARATE.

            To provide all members, information and guidance appertaining to KARATE.

 

3.STRUCTURE OF THE GROUP

 

The groups ruling body shall consist of an executive committee and a general committee.

 

4. EXECUTIVE COMMITTEE

 

            The executive committee shall consist of:

 

                        CHAIRMAN / CHIEF INSTRUCTOR

                        SECRETARY / TREASURER

                        CHIEF REFEREE / LICENSING OFFICER

                        CHILD PROTECTION OFFICER

                        SQUAD COACH

 

Appointment to the executive committee will be by invitation only.

            Executive positions are ongoing positions

Any vacant position that arises on the executive committee will be filled by a person who is selected by the executive from a list of nominations.  All nominees for a position on the executive committee must be a member of the general committee.

The executive committee shall have the power to override any decision made at any meeting, if after due consideration and investigation, it feels that the decision could be detrimental to the group and its members.

 

5. GENERAL COMMITTEE

 

The general committee shall consist of the EXECUITIVE COMMITTEE plus other ordinary COMMITTEE MEMBERS.  Nominations for ordinary committee members must be received in writing, by the secretary of the group at least fourteen days prior to an ANNUAL GENERAL MEETING.  All nominees for ordinary committee members must be club instructors and hold the rank of 1st Dan or above.

Ordinary committee members will be elected at an AGM under normal majority rules.

 

6. THE GENERAL COMMITTEE SHALL

 

1.      Have the power to co-opt new members onto general committee

2.      Be responsible for the management of the group and its rules

3.      Have the power to expel from the group any club or individual member who have in their opinion brought the group into disrepute

 

7. RESIGNATIONS

 

Resignation from members of the executive committee or general committee shall be in writing to the chairman.

 

8. MEETINGS

 

The chairman of the group in consultation with the executive committee shall set the date and time of all meetings with exception of sub committee meetings.

 

9. ANNUAL GENERLA MEETINGS (AGM)

 

Notification of an AGM along with a balance sheet and agenda will be sent to all committee members / club instructors by the secretary at least 28 day prior to AGM

Any additions to the agenda must be received in writing 14 days prior to the AGM.

The constitution and rules of the HRKG can only be changed at an AGM or at an extra ordinary meeting.

Each club will be allowed 2 representatives at the AGM one who must be the club instructor (or their nominee) with one vote and 1 other club member as an observer WITH NO VOTE.

 

10. EXTRAORDINARY GENERAL MEETING (EGM)

 

The executive committee shall have the power to call an EGM. Any general committee member, club instructor will be able to request an EGM, providing this request is in writing to the group’s secretary.  All request must be accompanied by written support from at least 50% of the groups registered clubs and the reasons for calling the EGM.  Providing the criteria for calling the EGM has been met, the chairman and the executive will set a place, time and date for EGM.  All clubs instructors will then be informed of the EGM and the purpose for which it was called.

 

11. GENERAL COMMITTEE MEETINGS

 

            These will be called by the chairman of the group has and when necessary.

 

 

 

12. SUB COMMITTEE MEETINGS

 

These will be called by the elected chairman of the particular sub committee who will also inform the executive committee.  The executive committee or any individual member of the executive committee may attend any sub committee meeting.

 

13. FEES

 

All group members must renew membership fees (licences) annually. In cases where membership is overdue the new expiry date will be taken from the due date not from the date of the application for renewal.  Exceptions will be made in special circumstances on condition that the member states in writing to the licencing officer the reason for letting membership expire.  Upon the expectance of these reasons by the licencing officer, membership will be renewed.  The membership fees will be reviewed on an annual basis and adjusted if necessary.

The general committee shall have the power to levy a club membership fee if they feel the need to do so, with prior notification.

 

 

 

14. USAGE OF MEMBESHIP FEES

 

            All membership fees received by the group will be for:

The benefit and growth of the group.

The benefit of group members.

Administration costs.

Any expenses incurred on behalf of the group by any committee member.

            The funding of courses.

 

15. DISCAPLINERY PROCEDURE

 

The executive committee shall have the power to dismiss any club or individual if in their opinion the club, or individual has brought the group in to disrepute.

Appeals against the dismissal must be in writing and received not later than 14 days after the notice of intended dismissal is issued.  On receipt of an appeal the executive committee will decide wither a personal hearing with the club instructor or individual member is necessary and will notify the person in question of the date and time of the hearing.  If the hearing is granted the dismissal notice will be suspended until after the hearing.

In any case of any disciplinary procedure THE DECISION OF THE EXECUTIVE COMMITTEE IS FINAL.

 

16. LEAVING THE GROUP

 

Any club or individual leaving the group shall forfeit all funds and benefits of the group.

APPENDIX A

GROUP RULES

 

 

  1. All members will wear a clean white Gi when representing the HRKG at course and competitions.

 

  1. All members will wear the appropriate coloured belt for their grade.

 

  1. All members will ensure that their main priority in the dojo will be the safety of themselves and others by proper control of techniques.

 

  1. All members will show proper respect and courtesy to all instructors and other members, both within the HRKG and other karate bodies.

 

  1. It is the responsibility of individuals to ensure that their licences are kept up to date.

 

  1. All members will conduct themselves with respect in the DOJO i.e. no chewing gum, no bad language no wearing of jewellery, which can cause injury to themselves or others.

 

  1. All members who think they may be suffering from a contagious foot disease will wear light training shoes in the DOJO.

APPENDIX B

OPENING A NEW CLUB

 

 

 

  1. To ensure that clubs run successfully there will be a 2 miles radius between clubs with the HRKG. Exceptions to this rule are allowed at the discretion of the Executive committee.

 

  1. Only instructors with the rank of 1st Dan will be considered.

 

  1. All Instructors must be CRB checked

 

  1. All applications must be put in writing to the group’s secretary, stating the location days and times of the proposed new club.

 

  1. On receiving any new club application, all club instructors will be notified.

 

  1. Any objections from other clubs to the opening of a new club must be put in writing and received by the secretary, not later than 14 days after the issue of the notification of the proposed new club.

 

  1. The executive committee will consider all applications and objections. The secretary will then notify all applicants and objectors of the decision of the executive committee.

APPENDIX C

INSTRUCTORS RULES

 

 

 

1.      It is the instructor’s duty to set a good example to his/her students by his/her own standards of etiquette, control and behaviour.

 

2.      The top priority of all instructors will be the safety of his/her students and all other HRKG members at all times.

 

3.      All instructors will pay special attention during light sparring or Kumite sessions both within the club and at competitions.

 

4.      All instructors must ensure that the training area is kept in a clean and safe condition at all times.

 

5.      All instructors must have a FIRST AID CERTIFICATEand be CRB checked.

 

6.      It is the duty of all instructors to bring to the attention of all new students and parents of young students, that Karate is a contact sport with a certain amount of physical contact.  Whilst ever practical effort is made to avoid injury, accident can and do happen.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 APPENDIX D

INSTRUCTORS REQUIREMENTS

 

 

1.      The executive committee will award the rank of instructor to a member who has in their opinion, had sufficient training and experience in instructing. APPENDIX E

GRADING REQUIREMENTS

 

 

1.      All students must meet the following criteria before taking any grade.  Exceptions will only be allowed at the discretion of the executive committee.

 

2.      All students must hold an up to date licence.

 

3.      All students taking grades from 9th Kyu upwards must have a minimum of twenty training sessions between grades with an average of three to four months between grades.

 

4.      There will be no double grades given to any student.

 

5.      All students taking 1st Dan must have a minimum of 3 years training with an average time of 6 months from 1st Kyu.

 

6.      All adult students taking 1st Dan must have a first aid certificate and have attended 2 instructors’ courses.

                7.   All cadet Dan grades must be a minimum of 14yrs of age. Cadet Shodans will beknown has Shodan HO. 

8.      All cadet Dan grades at 16 years will be re assessed as soon as possible after their 16th birthday, or revert to 1st Kyu.

 

9.      All applicants must fill out the application form and return to HRKG secretary 2 weeks prior to Dan grading

 

10.      These are be the following time periods between Dan grades

 

a.       1st Dan to 2nd Dan 2 years       

b.      2nd Dan to 3rd Dan 3 years

c    3rd Dan to 4th Dan 4 years

d    4th Dan to 5th Dan 5 Years

e.       5th Dan to 6th Dan 6 years

APPENDIX F
GRADING OFFICERS

 

1.                  All 1st Dan instructors can grade up to 2nd Kyu within their own club.

 

2.                  All 2nd Dan instructors can grade up to 1st Kyu within their own club.

 

 

3.                  All Dan gradings will done twice annually by the chief instructor and two members of the general committee of no less than 3rd Dan

APPENDIX G
REFEREE AWARDS

 

1.                  Referee awards will be given by the chief referee to 3rd Kyu students and above after;

a.       A suitable training period in theory and practise of refereeing.

b.      Successfully completing referee’s course.

 

 

2.                  The uniform of the HRKG referee’s is as follows;

 

BLUE BLAZER

GREY TROUSERS

WHITE SHORT SLEEVED SHIRT

NAVY BLUE TIE

WHISTLE WORN ON CORD ROUND NECK

 

            3          This uniform shall be worn by the referee at all times.
